The supply capacity of high-efficiency and low-carbon environmental protection technology and equipment products has been significantly improved, fully meeting major environmental governance needs. The output value of environmental protection equipment manufacturing industry will strive to reach 1.3 trillion yuan.
We will strengthen research in key and core technologies
The "action Plan" proposes to create a number of specialized new "small giant" enterprises, cultivate a number of individual champion manufacturing enterprises in the subdivision field with international competitive advantages, and form a new pattern of integrated development of upper, middle and downstream, large and medium-sized enterprises, and the diversified and complementary development model is more prominent.
We will strengthen research in key and core technologies. Focus on the new needs of environmental governance during the 14th Five-Year Plan period, and carry out joint research on major technologies and equipment in areas such as synergies in pollution reduction and carbon reduction, coordinated control of fine particulate matter (PM2.5) and ozone, multi-pollutant disposal in non-electricity industries, Marine pollution control, identification and detection of toxic and harmful pollutants, and ecological and environmental emergency response.
Focus on the long-standing difficulties in environmental pollution control, and overcome the advanced treatment of high-salt organic wastewater, sludge and other organic solid waste reduction resources technology and equipment. Focus on basic components and materials, pharmaceuticals and other issues, and accelerate the development of high-performance fans, pumps, valves, filtration materials, low-frequency sound absorption and insulation materials, green agents, and special modules, controllers, and standard substances for environmental pollution control. Focus on the control, monitoring, and traceability of new pollutants, and accelerate the deployment of cutting-edge technology and equipment research.
Improve the level of digital intelligence
The action plan further promotes the application of next-generation information technologies such as 5G, industrial Internet, big data and artificial intelligence in the design and manufacturing of environmental protection equipment, pollution control and environmental monitoring. Accelerate the development and application of the remote intelligent control system platform for pollutant monitoring and treatment, dig deep into the remote monitoring data of pollutants, create big data value, improve the level of operation and maintenance and the efficiency of pollution control, and reduce the cost of treatment. We will improve the digital and intelligent standard system for environmental protection equipment, build a number of smart manufacturing demonstration factories such as modular sewage treatment equipment, and steadily improve the digital and intelligent level of technical equipment in areas such as air treatment, sewage treatment, and solid waste treatment.
Promoting green and low-carbon transformation. Guide sewage treatment, river basin monitoring, the use of photovoltaic, solar energy, biogas thermal cogeneration, the promotion of high energy efficiency of water source heat pump and other technologies, to achieve clean energy replacement, reduce pollution control process energy consumption and carbon emissions. We will encourage the improvement of long-process environmental protection processes to short-process environmental protection processes, promote the reduction of chemicals in the treatment process, strengthen the utilization of waste heat, promote energy-saving and water-saving technology and equipment, and improve the efficiency of resource and energy utilization.
Huang Libin, director of the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology, previously said that during the "14th Five-Year Plan" period, in terms of industrial structure, it is necessary to build an industrial layout conducive to carbon emission reduction and resolutely curb the blind development of high energy consumption and high emission projects. In terms of energy conservation and carbon reduction, efforts will be made to improve energy efficiency. New market boundaries need to be expanded
Data from the Ministry of Industry and Information Technology show that the output value of China's environmental protection equipment manufacturing industry will reach 960 billion yuan in 2022, an increase of 2.13% year-on-year. In the aspect of forging long board, the application of new equipment is also the most important. The "action plan" pointed out that it is necessary to strengthen the application of new equipment, make full use of the first (set) of major technology and equipment related policies, and focus on supporting the first (set) application of new environmental protection technology and equipment such as new pollutant treatment, higher emission standard requirements, and lower governance costs.
Yuan Ling said that in the future, the Ministry of Industry and Information Technology will accelerate the promotion and application of advanced equipment, to further play the industrial policy, with the synergy of finance, finance and taxation, the formation of departmental forces, strengthen industry and finance cooperation, guide financial institutions in accordance with the principles of marketization and commercial sustainability, strengthen support for the field of environmental protection equipment.
