In the 1990s, sewage sludge pollution increased, and sludge discharge standards began to be issued. Since the state issued the "Water Ten" in 2015, the relevant policies of sludge treatment have changed the "heavy water and light mud to the" cement co-governance ", to the development of local conditions, harmless and stable treatment, and at the same time to the transformation of resource utilization, to promote the sludge "to become a treasure".
In 2022, the Ministry of Ecology and Environment of the Ministry of Housing and Urban-Rural Development of the National Development and Reform Commission issued the Implementation Plan for Harmless Sludge Treatment and Resource Utilization, proposing to encourage the use of aerobic fermentation to treat sludge, actively promote the use of sludge land, and encourage the sludge produced by urban domestic sewage treatment plants to be treated by anaerobic digestion or aerobic fermentation. As a fertilizer or soil amendment, it is used in land greening, garden construction, abandoned mining sites and non-agricultural saline-alkali land and desertification land.
The "14th Five-Year Plan" Development Plan for Urban Sewage Treatment and Resource Utilization puts forward the goal: By 2025, the level of harmless sludge and resource utilization in cities and counties will be further improved, and the harmless disposal rate of urban sludge will reach more than 90%; The sewage collection and treatment capacity of established towns in the Yangtze River Economic Belt, the Yellow River basin and the Beijing-Tianjin-Hebei region and the level of harmless sludge disposal have been significantly improved.
