Guidelines on steadily promoting all-round rural revitalization

To achieve Chinese-style modernization, we must accelerate the all-round revitalization of rural areas. At present, the agriculture has achieved a good harvest again, the rural areas are harmonious and stable, and the international environment is complex and grim, and the uncertainties and unpredictable factors facing China's development are increasing. The more we respond to risks and challenges, the more we need to consolidate the foundation of our work in agriculture, rural areas and farmers. Adhere to and strengthen the Party's overall leadership over "agriculture, rural areas and farmers" work, fully, accurately and comprehensively implement the new development philosophy, adhere to the general tone of seeking progress while maintaining stability, adhere to the priority of agricultural and rural development, adhere to the integration of urban and rural development, adhere to the right innovation, anchor the goal of promoting comprehensive rural revitalization and building an agricultural power, with reform and opening up and scientific and technological innovation as the driving force, consolidate and improve the basic rural management system. Learn and apply the experience of the "ten million project" to ensure national food security, ensure that large-scale poverty does not occur, improve the level of rural industrial development, rural construction, and rural governance, and do everything possible to increase agricultural efficiency, rural vitality, and farmers' income, so as to provide basic support for promoting Chinese-style modernization.

1. We will continue to increase our capacity to ensure the supply of grain and other important agricultural products

1. We will deepen efforts to increase the yield per unit area of grain and oil crops. Stabilize the grain sown area, focus on unit yield and quality improvement, and ensure stable grain yield and high yield. We will further expand projects to increase grain yield per unit area, increase efforts to integrate high-yield and high-efficiency models, and promote the integration of water and fertilizer to increase production on a large scale. We will intensify efforts to implement a new round of efforts to increase grain production capacity by 50 million metric tons. We will take multiple measures at the same time to consolidate the results of soybean expansion, tap the potential of rape and peanut expansion, and support the development of camellia oleifolia and other woody oils. Promote stable production and quality improvement of cotton, sugar and natural rubber.

2. Supporting the steady development of animal husbandry Do a good job in monitoring and regulating pig production capacity to promote stable development. We will help beef and dairy industries to stabilize basic production capacity. We will implement national standards for sterilized milk and support the integrated development of dairy farming and processing with family farms and farmers' cooperatives as the mainstay. We will strictly supervise the law enforcement and quarantine of pig slaughtering, and strengthen the prevention and control of major animal epidemics and major zoonotic diseases. We will increase forage production capacity and accelerate the transformation and upgrading of grassland animal husbandry.

3. Strengthen the protection and quality of cultivated land. Strictly control the total amount of cultivated land and "to make up for the occupation", incorporate all types of cultivated land into the unified management of the balance of the occupation and compensation, and ensure the dynamic balance of the annual total amount of cultivated land in the province. We will improve and supplement the quality evaluation and acceptance standards of cultivated land. We will continue to crack down on problems such as "greenhouses", encroachment on farmland to "dig lakes to create scenery", and indiscriminate occupation of farmland to build houses, and resolutely curb illegal activities that destroy farmland. We will formulate a list of basic crops and establish a monitoring system for cultivated land use. Do a good job of sorting and orderly rectification of cultivated land "non-grain", and set the necessary transition period in light of the actual development of the industry and the growth cycle of crops. Promote the construction of high-quality and high-standard farmland, optimize the construction content, improve the mechanism for farmers to participate in the whole process of project implementation, and strengthen the supervision of the whole process of project quality. We will steadily advance trials for the comprehensive use of saline-alkali land, and strengthen efforts to control erosion ditches in the black soil areas of Northeast China and acidified and degraded farmland in the south. Promote the reclamation and utilization of abandoned land on a classified basis. Under the premise of ensuring that the protection task of cultivated land in the province is not reduced, the unstable cultivated land in the river that affects the flood safety should be withdrawn in a steady and orderly manner. We will strengthen the protection of traditional rice terraces.

4. Promoting collaboration between agricultural scientific and technological forces in tackling key problems. Scientific and technological innovation will lead the agglomeration of advanced production factors, and develop new quality agricultural productivity according to local conditions. Aim to speed up breakthroughs in key core technologies, strengthen the overall planning of agricultural research resources, and cultivate agricultural science and technology leaders. We will further implement the action to revitalize the seed industry, give full play to the role of major agricultural research platforms such as the "Southern Silicon Valley", and accelerate the conquest of a number of breakthrough varieties. We will continue to promote the industrialization of biological breeding. We will promote the high-quality development of agricultural machinery and equipment, accelerate the research and development and application of domestic advanced and applicable agricultural machinery and equipment, and promote the scrapping and updating of old agricultural machinery. We will support the development of smart agriculture and expand the application scenarios of artificial intelligence, data and low-altitude technologies.

5. Strengthening agricultural disaster prevention and reduction capacity. We will strengthen meteorological services for agriculture, strengthen disaster risk monitoring, early warning and forecasting, and make good use of regional agricultural social service centers to minimize disaster losses. We will build a modern system for flood control and disaster reduction, reinforce dangerous reservoirs, improve the management of small and medium-sized rivers, develop and upgrade large and medium-sized irrigation areas, and advance the construction of key facilities and the reform of management mechanisms in flood storage and detention areas. We will strengthen the control of flood areas in plain areas, promote the construction of water conservancy facilities and the improvement of ditches, and speed up the restoration of damaged farmland and irrigation and drainage facilities. We will strengthen the construction of farmland shelterbelts. We will do a good job in monitoring, early warning and controlling crop diseases and pests. We will improve the fire-fighting capability of forests and grasslands.

6. Improve the policy system for supporting grain production. We will implement policies on minimum purchase prices for rice and wheat, improve policies on subsidies for corn and soybean producers and for rice production, and stabilize policies on subsidies for protecting arable land. We will reduce the proportion of county-level premium subsidies for agricultural insurance in large grain-producing counties, and promote the expansion of the area covered by full cost insurance and planting income insurance for rice, wheat, corn, and soybeans. We will encourage local governments to carry out trials of special loans for grain and oil planting with interest discounts. We will improve the system of awards and subsidies for major grain-producing areas and increase support for major grain-producing counties. We will start implementing cross-provincial benefits compensation for grain production and marketing areas under the overall planning of the central government, and do a good job in raising and distributing funds. We will gradually expand the scope of action to improve public service capacity in major grain-producing counties.

7. Improving the mechanism for coordinating trade and production of agricultural products. We will take comprehensive measures to keep the prices of grain and other important agricultural products at reasonable levels, stabilize market supply and demand, protect the enthusiasm of grain farmers, and safeguard their interests. Illegal activities such as smuggling of agricultural products will be severely cracked down on. Strengthen the construction of biosafety system at ports. We will improve the early warning system for damage to agricultural products. We will purchase grain in an orderly manner and strengthen oversight of grain reserves. We will strengthen the release of market information and guidance on expectations for agricultural products.

8. Building a diversified food supply system. Practice the concept of big agriculture and big food, and develop food resources in an all-round and multi-channel way. We will strengthen the construction of emergency vegetable supply bases, and implement the modernization of modern agricultural facilities around large and medium-sized cities. We will promote the high-quality development of fisheries, support the development of far-reaching Marine aquaculture, and build Marine pastures. Develop forest food and enrich "forest grain depot". Promote the quality and efficiency of edible fungi industry and promote the development of algae food. We will cultivate and develop biological agriculture and explore new food resources. We will accelerate the establishment of a statistical and monitoring system for grain and large food products. We will strengthen supervision over food safety and the quality and safety of agricultural products, deepen treatment of drug residues in agricultural products, and reduce the use of antimicrobial drugs for veterinary use.

9. Improve long-term mechanisms for grain and food conservation. We will steadily promote food conservation and anti-food waste actions, and establish sound incentive and restraint mechanisms. We will vigorously promote healthy eating, strengthen oil guidance in public canaries and catering institutions, and promote diets that reduce oil, salt, sugar and whole grains. We will promote grain harvest reduction, appropriate processing and scientific storage.

In accordance with the principles of consolidation, upgrading, invigorating and adjusting, we will promote the quality and efficiency of helping industries by classification. We will carry out "group-style" assistance for cadres and talents in science and technology, medical care, and education. Strengthen consumer assistance platform enterprise and product management.

11. Establish a mechanism for preventing return to poverty in rural areas as a whole and a system for providing tiered assistance to low-income people and underdeveloped areas. We will carry out an overall assessment of the effective connection between the achievements of poverty alleviation and rural revitalization, and study and formulate a support policy system after the transition period. Coordinate the identification of low-income rural population and the target of preventing the return to poverty. We will focus on stimulating internal driving forces, strengthen development-oriented assistance for low-income rural people who are able to work, strengthen social assistance guarantees, support the revitalization and development of less developed areas, establish a tiered assistance system, and provide differentiated support through mechanisms such as coordination between the eastern and western regions and fixed-point assistance.

12. Improve the long-term management mechanism for the formation of assets invested by the state in poverty alleviation. The state has invested in the formation of assets and established a unified asset registration and management ledger. We will formulate measures for asset management of assistance projects, improve the whole-process supervision system for asset formation, ownership transfer, management and operation, and income distribution, and promote the preservation and efficiency of operational assets and the continuous play of public welfare assets. We will improve the classified disposal system for assets and support local governments in putting inefficient idle assets to work.

13. Developing industries with rural characteristics. We will carry out projects for the integrated development of rural industries and foster new industries and new forms of business in rural areas. We will promote the deep integration of rural culture and tourism, carry out trials of rural revitalization enabled by the cultural industry, and improve the characteristics, quality, and standardization of rural tourism. We will accelerate the establishment of a modern distribution network for agricultural products and supplies, and support various entities in jointly building supply chains. We will promote the high-quality development of rural e-commerce.

14. Improving the mechanism for connecting farmers with farmers. We will improve the mechanism for linking support policies for new types of agricultural business entities with efforts to increase farmers' incomes, and take joint agriculture and farmers as an important basis for preferential policies. Guide enterprises, farmers' cooperatives, family farms and farmers to closely unite and cooperate, and let farmers share more industrial value-added benefits through guaranteed dividends, equity participation, and service promotion. We will standardize and guide private investment in agriculture and rural areas, and improve mechanisms for preventing risks.

15. Expanding channels for farmers to increase their income. Guide farmers to develop industrial projects suitable for family management, and develop garden economy, forest economy, and home economy according to local conditions. We will increase policy support for stabilizing employment, strengthen employment services and labor cooperation, and cultivate and promote distinctive labor service brands. We will promote the development of domestic agriculture. We will strengthen employment support for older migrant workers. We will promote the full coverage and effective operation of the wage payment guarantee system for rural migrant workers, and rectify all types of unpaid wages in accordance with the law. We will develop county economies with their own characteristics, support the development of industries that create large numbers of jobs and enrich the people, and encourage farmers to find jobs near their homes and increase their incomes. We will implement a digital rural campaign to strengthen agriculture, benefit farmers and enrich farmers. We will expand the scale of cash-for-work projects and promote cash-for-work in key engineering projects and agricultural and rural infrastructure construction.

We will consolidate the achievements of bus service in qualified townships and incorporated villages, improve rural waterway transportation conditions, and promote the integrated development of passenger, freight and postal services in rural areas. We will deepen the construction of county-level commercial systems, support chain operations in the layout of county-level markets, and promote the extension of cold chain distribution and instant retail to towns and townships. We will consolidate and improve the guarantee of rural electricity, strengthen the development and utilization of distributed renewable energy in rural areas, and encourage the construction of public charging and replacing facilities in places where conditions permit. We will improve universal telecommunications services in rural areas. We will continue to renovate dilapidated rural houses and quake-resistant rural houses, and do a good job of restoring and rebuilding houses damaged by the disaster in disaster-hit areas.

18. Improving basic public services in rural areas. We will optimize the allocation of regional education resources, improve the operating conditions of boarding schools and the level of fire control and safety management, and run necessary small-scale rural schools. We will comprehensively strengthen the management of nutrition improvement programs for rural compulsory education students, and ensure food safety and standardized use of funds. With the focus on personnel sinking, the construction of a compact county medical community should be promoted, the service capacity of central township health centers should be improved, and the construction of a telemedicine service system should be promoted. We will strengthen capacity building in the prevention, control and emergency response of infectious diseases in rural areas, and carry out nationwide fitness and patriotic health campaigns. We will improve the long-term mechanism for participating in basic medical insurance, and raise the maximum payment limit for serious illness insurance in the following year for rural residents who continue to participate in insurance and receive zero reimbursement in the current year. We will gradually increase basic old-age insurance for urban and rural residents. We will improve the three-level network of elderly care services at the county and village levels, carry out trials to innovate the system of elderly care services at the county level, and encourage the development of mutually supportive elderly care services at the village level. We will develop rural infant and child care services. We will expand the coverage of assistance and protection institutions for minors, and improve the quality of care services for left-behind children and children in need. We will strengthen protection and rehabilitation assistance for persons with disabilities.

19. Improving the rural ecological environment. We will fight hard to control pollution in agriculture and rural areas, continue to improve rural living environments, and build beautiful villages. We will improve the mechanism for improving toilets in rural areas, and improve the system of social care and service. Rural domestic sewage treatment models should be selected according to local conditions, and collaborative treatment of toilet feces and domestic sewage should be promoted to basically eliminate black and odorous water bodies in large areas of rural areas. We will promote the reduction of rural household waste at source, local and nearby treatment and resource utilization. We will strengthen the systematic treatment of areas where agricultural non-point source pollution is prominent, and strengthen the resource utilization of livestock and poultry manure and the treatment of aquaculture tail water. Promote the safe use of contaminated arable land, and strengthen the traceability and remediation of heavy metal pollution in agricultural land soil. Support the comprehensive utilization of straw, accurately delineate the range of prohibited burning, and implement the requirements of prohibited burning control in accordance with the law and regulations. We will vigorously promote the "Three North" project, strengthen resource coordination and joint prevention and control, and improve the comprehensive effect of desertification prevention and control. We will strengthen ecological protection and restoration of grasslands. We will promote the development of ecologically clean small river basins. We will resolutely promote a 10-year fishing ban in the Yangtze River, and strengthen the rescue of rare and endangered species and ecological restoration of important habitats in the Yangtze River.

We will further strengthen the construction of spiritual civilization in rural areas in the new era, strengthen ideological and political guidance, implement the construction project of civilized countryside, and promote the Party's innovative theory to be more popular and the core socialist values to be widely practiced. Foster a new style and appearance of The Times, deepen practical activities such as "I do practical things for the people", and promote the construction of harmonious families and harmonious neighborhoods. We will strengthen publicity and education for ethnic unity and progress and foster a strong sense of community among the Chinese nation. 23. Promoting changes in rural customs and customs. We will promote the comprehensive treatment of high dowry prices in rural areas, give full play to the role of organizations such as women's federations and the Communist Youth League, and strengthen public welfare marriage services and care for rural marriaging-age groups. We will intensify efforts to crack down on illegal activities such as marriage solicitation and fraud. Strengthen the standardized management of ancestral halls. We will deepen funeral and burial reform and promote the construction of public welfare ecological burial facilities. We will continue to address prominent problems such as comparing human relations with others, conducting large-scale affairs, carrying out heavy burials with poor health care, and scattered and mass burials, and improve binding norms and advocacy standards. We will standardize the rural performance market and crack down on vulgar performance activities. We will strengthen the development of science popularization positions in rural areas and oppose feudal superstition.

24. Maintaining stability and tranquility in rural areas. Adhere to and develop the "Fengqiao experience" in the new era, strengthen the investigation and resolution of rural disputes, improve information sharing and collaborative resolution mechanisms, and create a positive and healthy social atmosphere. We will improve the regular mechanism for eradicating gangsters and evil in rural areas, and prevent and curb the breeding and spreading of "village bullies" and evil forces of family clans. We will strengthen management of rural religious affairs. We will crack down on gambling in rural areas, build a strong anti-drug defense line in rural areas, and severely crack down on economic crimes such as pyramid selling and fraud in agricultural fields. We will improve the organization system for emergency management in rural areas, and strengthen the control, investigation and rectification of the sources of safety risks in rural road traffic, gas, fire protection, and self-built housing.

25. Stabilizing and improving rural land contract relations. 26. Make good use of rural resources and assets. We will do a solid job in confirming, registering and certifying the ownership of the integrated residential land. To explore the effective realization of the utilization of the legally owned housing by farmers through renting, shares, cooperation and other ways. Urban residents are not allowed to buy farm houses or land in rural areas, and retired officials are not allowed to build houses on land in rural areas. We will orderly advance the reform of putting rural collective for-profit construction land into the market, and improve the mechanisms for profit distribution and protection of rights and interests. We will develop a new type of rural collective economy in accordance with local conditions, do not set hard targets for collective income, and strictly control collective business risks and debts. We will continue to improve the management of rural collective funds, assets and resources. We will promote the standardized management and rational use of newly added farmland.

27. Innovating investment and financing mechanisms for rural revitalization. We will give priority to ensuring general public budget input in agriculture and rural areas, and strengthen incentives and constraints for performance management. We will increase support for major projects in agriculture and rural areas with investment from the central budget, ultra-long-term special government bonds, and local government special bonds. We will use monetary policy tools such as re-lending, rediscount, and differential deposit reserve ratio to encourage financial institutions to increase their investment in rural revitalization. We will support financial institutions in issuing special financial bonds for agriculture, rural areas and farmers. Eligible enterprises will be encouraged to issue rural revitalization bonds. We will further promote the construction of the rural credit system and strengthen the collection and sharing of agriculture-related credit information. We will promote mortgage financing loans for livestock and poultry and agricultural facilities. We will adhere to the position of small and medium-sized rural banks in supporting agriculture and supporting small businesses, accelerate the reform of rural credit cooperatives under the principle of "one province, one policy", and carry out the reform and restructuring of rural banks in a steady and orderly manner. We will improve the multilevel agricultural insurance system and support the development of insurance for agricultural products with distinctive characteristics. We will crack down on all kinds of illegal financial activities in rural areas. We will strengthen oversight over the whole process of agriculture-related funds projects, and strive to crack down on fraud, embezzlement, interception and misappropriation of funds benefiting agriculture.

28. Improving the mechanism for cultivating and developing rural talents. We will implement the rural revitalization personnel support plan, strengthen technical training for farmers, and expand the ranks of rural professionals and practical personnel. We will promote the cultivation of rural artisans. Oriented by industrial demand, we will optimize and adjust agriculture-related disciplines. We will raise the level of agriculture-related vocational education and encourage vocational schools to form production-education consortiums with agricultural enterprises. Grassroots service projects such as the "three support and one Support" program, the science and technology Special agent Program, the special post Program, and the College Student Volunteer Service Program in the Western Region have been steadily promoted. We will thoroughly implement the rural Women's Dream Seekers program and the Rural Youth revitalization campaign. We will support small scientific and technological institutes taking root in rural areas to help benefit farmers. We will continue to implement the special plan for college students to work as rural doctors. We will encourage and guide urban talents to serve rural areas, and improve the evaluation and recruitment incentive mechanism.

29. Advancing the reform of forestry, agricultural reclamation, and supply and marketing cooperatives in a coordinated manner. We will deepen the reform of the collective forest rights system, adjust and optimize the forest cutting management system, and grant the right holders more adequate forest disposal rights and profit rights. We will deepen reform of land reclamation and improve systems and mechanisms for asset supervision and corporate governance. We will improve the system of state-owned agricultural land rights and promote standardized management and utilization. We will carry out comprehensive reform of supply and marketing cooperatives. We will deepen the comprehensive reform of the price of water for agricultural use and the reform of water rights, strengthen the management of water consumption, continue to promote the treatment of groundwater overexploitation, and promote the use of water-saving irrigation techniques.

30. Improve the citizenization mechanism for rural migrants. We will link transfer payments, new targets for construction land, and investment in infrastructure construction with the citizenization of rural migrants. We will improve the national open and unified household registration management and government service platform, and implement the system of providing basic public services through permanent residence registration. We will encourage cities where conditions permit to gradually bring rural migrant population with stable employment and life into the scope of urban housing security policies. We will further increase the proportion of children of rural migrants attending compulsory education in public schools in the host countries. All restrictions on participating in household registration in places of employment will be lifted. We will safeguard, in accordance with the law, the land contracting rights, the right to use residential land, and the right to distribute collective income of farmers who have settled in cities, and explore ways to establish voluntary and paid exit.

The key to running rural affairs well and achieving all-round rural revitalization lies in the Party. We must unswervingly take solving the problems of "three rural areas" as the top priority of the whole Party's work, consolidate the political responsibility of the fifth-level secretary to grasp rural revitalization, improve the system and mechanism for integrated development of urban and rural areas, improve the support system for strengthening agriculture, benefiting farmers and rich farmers, promote the study and use of the "ten million project" experience, and improve the long-term mechanism for promoting comprehensive rural revitalization. Maintain historical patience, do our best, do what we can, and concentrate on accomplishing a number of key practical things, so that the farmers can feel and get benefits. We will fully implement the "four grassroots" system, follow the Party's mass line in the new era, and strengthen the relationship between the Party, the cadres and the masses. We must proceed from the actual conditions of rural areas, fully respect the will of farmers, improve working methods and methods, and prevent the implementation of policies from being simplistic or "one-size-fits-all". Encourage all localities to practice exploration and reform and innovation, fully mobilize the enthusiasm of Party members, cadres and farmers, and stimulate the driving force for all-round rural revitalization.
