Stabilize production and ensure supply

We will support non-government capital in developing large-scale, standardized, and branded farming that is suitable for enterprise operations, participate in a new round of action to increase grain production capacity, vigorously promote the construction of high-standard farmland, and actively promote the treatment of saline-alkali, inefficient, and degraded land. Encourage the development of grain and oil production, participate in the increase of yield per unit area, and support the composite planting of soybeans and corn strips. Support leading enterprises in the seed industry to improve the commercial breeding system, and participate in the research of key agricultural core technologies such as seed sources. We will support and participate in capacity building for the protection and utilization of germplasm resources, breeding innovation, variety testing and demonstration, and improved seed breeding, and promote the integrated development of breeding and propagation. We will support participation in the construction of national crop seed production counties and regional seed breeding bases, livestock and poultry core breeding farms, and national original aquatic seed breeding farms. Encourage the establishment or investment of innovative enterprises in agricultural science and technology. Support the construction and upgrading of energy-saving solar greenhouses, large-span plastic greenhouses, intelligently regulated greenhouses and plant factories. Green agriculture

We will encourage participation in national pilot zones for green agricultural development and pilot projects for green farming and recycling agriculture. Encourage participation in the utilization of livestock and poultry manure resources, treatment of aquaculture tail water, comprehensive utilization of straw, recycling of agricultural film and pesticide packaging waste, harmless treatment of sick and dead livestock and poultry, recycling and reuse of discarded fishing nets, relying on the national agricultural green development pilot zone and other all-factor and all-chain to promote the comprehensive prevention and control of agricultural non-point source pollution, prevention and control of alien species. Encourage participation in the development and utilization of renewable energy in rural areas. Encourage participation in the construction of modern agricultural industrial parks, advantageous and characteristic industrial clusters, strong agricultural industry towns, as well as advantageous areas for specialized agricultural products, demonstration parks for integrated development of rural industries, demonstration areas for agricultural modernization, concentrated processing areas for agricultural products, and markets for producing agricultural products. We will encourage the development of industries with rural characteristics according to local conditions and actively cultivate regional agricultural brands. We will encourage the development of intensive processing of agricultural products, support the comprehensive utilization of by-products, and support the development of new edible agricultural product processing industries such as prepared food, snack food, and functional food. We will encourage the active development of new industries and business forms such as rural leisure tourism, the integration of primary, secondary and tertiary industries, and the development of the collective economy. We will encourage the provision of socialized agricultural services, and encourage participation in the construction of regional integrated service platforms for the whole agricultural industry chain.

Rural construction

Support participation in the construction of rural industrial roads, resource roads, and tourism roads, and promote the integration of supporting facilities along rural roads, industrial parks, tourist attractions, and key rural tourism villages. We will support the orderly construction and maintenance of rural household toilets and public toilets, the treatment of rural domestic waste, and the treatment of rural domestic sewage, and participate in the construction of facilities for the comprehensive treatment and utilization of rural organic waste.
