In order to implement the Opinions of the Central Committee of the Communist Party of China and The State Council on Further Deepening Rural Reform and Solidly Promoting Comprehensive Rural Revitalization, the following implementation opinions are put forward based on the actual conditions of Shandong.
Implement major national strategies such as ecological protection and high-quality development in the Yellow River Basin, firmly shoulder the political responsibility of a major agricultural province, take reform and opening up and scientific and technological innovation as the driving force, give priority to agricultural and rural development, adhere to the integration of urban and rural development, learn from the experience of the "ten million project", ensure stable production and supply of grain and important agricultural products, and ensure that large-scale poverty does not occur. Strive to build a model of rural revitalization of Qilu, strive to build a higher level of "Qilu granaries", improve the level of rural industry development, rural construction, and rural governance, promote agricultural efficiency, rural vitality, and farmers' income, make further efforts to comprehensively promote rural revitalization, accelerate the construction of an agricultural province, and strive to "take the lead and lead the way" in the construction of an agricultural power. Provide the foundation support for striving to write the chapter of Chinese modernization Shandong.
First, focus on building a higher level of "Qilu Granary"
1. Implement a large-scale increase in yield per unit area of major grain and oil crops. We implemented a new round of efforts to increase grain production capacity by 50 million metric tons, and kept the grain sown area at over 120 million mu and production capacity at over 110 billion metric tons. Implement the task of building a leading area for increasing grain yield per unit area, and radiate a large area of balanced production increase. We carried out projects to increase yield per unit area in key counties such as wheat, corn, and soybeans, and completed the task of belt and corn planting. Tap the potential of peanut expansion. Promote stable yield and quality of cotton.
2. Build a diversified food supply system. We will tap the comprehensive production potential of facilities agriculture, animal husbandry, Marine fisheries, and the comprehensive utilization of saline-alkali land. We implemented the policy of discount interest on loans for modern facility agriculture, and supported 30 counties in implementing actions to improve efficient and characteristic facility agriculture. We will do a good job in monitoring and regulating pig production capacity, promote relief for the beef and dairy industries, implement national standards for sterilized milk, and develop distinctive livestock industry clusters. We will promote factory farming and far-reaching Marine aquaculture in fisheries, explore the construction of regional modern Marine pasture complexes, and promote large-scale production of salmon in natural waters. To sum up the effective methods of promoting the pilot project of comprehensive utilization of saline-alkali land in Dongying.
3. Strengthen the protection and quality improvement of cultivated land. Strictly control the total amount of cultivated land and "to make up for the occupation", incorporate all types of cultivated land into the unified management of the balance of the occupation and compensation, and ensure the dynamic balance of the annual total amount of cultivated land in the province. We will improve and supplement the quality evaluation and acceptance standards of cultivated land. We will continue to crack down on problems such as "greenhouses", encroachment on farmland to "dig lakes to create scenery", and indiscriminate occupation of farmland to build houses, resolutely curb illegal acts of damaging farmland, and resolutely curb the "non-agricultural transformation" of farmland. Sorting and orderly rectification of cultivated land "non-grain", and implementing necessary transitional measures in light of actual industrial development and crop growth cycle. We will improve the mechanisms for the construction, inspection and management of high-standard farmland. Under the premise of ensuring that the protection task of cultivated land in the province is not reduced, the unstable cultivated land in the river that affects the flood safety should be withdrawn in a steady and orderly manner.
4. Strengthen agricultural technology and equipment support. We will implement actions to boost scientific and technological innovation in rural areas, coordinate resources for agricultural research, increase the cultivation of leading enterprises in agricultural science and technology, and develop new quality agricultural productivity in light of local conditions. We will promote the revitalization of the seed industry, cultivate breakthrough varieties, improve the construction level of southern breeding bases in the province, strengthen the selection and breeding of far-reaching Marine varieties suitable for nutrition, and promote the industrialization of biological breeding. To strengthen the national technological innovation center for comprehensive utilization of saline-alkali land and the provincial agricultural high-tech industrial development zone. We will promote the upgrading of large-scale agricultural machinery, and add more than 150,000 high-end intelligent agricultural machinery.
5. Strengthen the capacity of agricultural disaster prevention and reduction. We will strengthen disaster risk monitoring, early warning and forecasting, improve the flood, flood and drought monitoring and prevention system, and make good use of regional agricultural service centers. We built and improved a modern irrigation and drainage system, carried out modernization of 27 large and medium-sized irrigation areas, and carried out pilot projects in six national digital twin irrigation areas. We will promote the restoration and improvement of farmland and ditches and the control of flood areas in plain areas. We will do a good job in monitoring, early warning and controlling crop diseases and pests. We will strictly supervise the law enforcement and quarantine of pig slaughtering, and strengthen the prevention and control of major animal epidemics and major zoonotic diseases.
6. Improve the policy system for supporting grain production. We will implement policies such as minimum wheat purchase prices and subsidies for protecting farmland capacity, and explore trials of special loans for grain and oil planting with interest discounts. We will expand the coverage of full cost insurance and planting income insurance for rice, wheat, corn, and soybeans, and reduce the proportion of county-level premium subsidies for agricultural insurance in large grain-producing counties. We will improve the system of awards and subsidies for major grain-producing areas and increase support for major grain-producing counties.
7. Improve the mechanism for coordinating trade and production of agricultural products. We will strengthen monitoring and analysis of the prices of grain and other major agricultural products, keep prices at reasonable levels, protect the enthusiasm of grain farmers, and safeguard their interests. Illegal activities such as smuggling of agricultural products will be severely cracked down on.
8. Improve the long-term mechanism of the whole chain grain saving loss. We will strengthen the loss reduction of grain machinery and transportation, and strengthen the construction of supporting facilities for grain drying. We will steadily promote food conservation and anti-food waste actions, and vigorously promote healthy eating.
Second, strive to create a rural revitalization area with strong leadership and driving ability
9. Strengthen planning and guidance. We will coordinate the layout of county urban and rural planning, link up the comprehensive rural revitalization plan, take the county as the unit, focus on the township headquarters and central villages, fully respect the will of the people, and reasonably delineate rural revitalization areas. To improve the quality and effectiveness of village planning, it can be prepared individually, or towns or several villages or districts can be prepared as units, and it is not required to cover all village planning, and those that do not need to be prepared can be controlled and guided in the county and township territorial spatial planning or introduce general rules of management provisions. Pay attention to classification, echelon extension, and reasonably determine the priorities and priorities of village construction.
10. Promote the quality and efficiency of the district. Adhere to the promotion of regional development and group development, consolidate and upgrade the existing area, train and strengthen leading industries, improve infrastructure and public services, promote the joint construction of the Party in the area, resource integration, industrial integration, and talent aggregation, and create an ecological community of rural production and life. Construction of more than 75 provincial-level areas was launched.
11. Improve the construction and operation mechanism of the district. Coordinate policies, projects and resources to gather in the district, deepen the pairing of state-owned enterprises and the district, and continue to implement actions such as "ten thousand enterprises revitalizing ten thousand villages" and "rural revitalization partners". We will give play to the principal role of farmers and encourage village-level organizations to carry out small public welfare infrastructure projects in rural areas on their own. We will explore market-oriented and specialized regional management and operation mechanisms in light of local conditions.
Third, we worked hard to promote sustained and steady growth of rural incomes
12. Adhere to the bottom line of no large-scale return to poverty. Continue to implement the "three guarantees" and drinking water safety and other support policies. We will adjust the monitoring standards for preventing relapse into poverty, optimize the monitoring methods, and improve the effectiveness of assistance. We will make coordinated efforts to establish a mechanism to prevent rural people from returning to poverty and a tiered system of assistance and support for low-income people. We will carry out an overall assessment of the effective connection between the achievements in consolidating and expanding poverty alleviation and rural revitalization, and study and formulate post-transition support policies. Governments at all levels allocated rural vitalization subsidies to maintain overall stability. We will carry out a campaign to prevent people from returning to poverty and finding jobs, make good use of public welfare posts and employment support workshops, and keep the number of people working out of poverty stable. Strengthen asset management of assistance projects. We will deepen counterpart support and strengthen coordination between the eastern and western regions. Continue to carry out provincial cooperation and assistance. We will do a good job in helping people to relocate from inhospitable areas and in the follow-up development of the Yellow River beach area.
13. Expand channels for farmers to increase their income. Cultivate rural industries to enrich the people, guide farmers to develop industrial projects suitable for family management, and develop garden economy, forest economy, home economy, handicraft industry and so on according to local conditions. We will transform rural tourism, leisure and vacation activities. Carry out the "Good product Shandong" rural e-commerce empowerment action, and hold the theme activity of "Hospitable Shandong · Good season in rural areas". We will intensify efforts to cultivate and promote distinctive labor service brands. We promoted the full coverage and effective operation of the wage payment guarantee system for rural migrant workers, and launched a special campaign to address wage arrears. We will actively promote cash-for-work in key projects and agricultural and rural infrastructure construction.
14. Improve the mechanism of connecting farmers and bringing farmers together. We will improve the mechanism for linking policies to support new types of agricultural business entities with those that drive rural households to increase their incomes, and take joint agriculture and rural development as an important basis for preferential policies. We will implement the project to develop new agricultural business entities and social services, and improve the mechanism for linking interests. We will standardize and guide private investment in agriculture and rural areas, and improve mechanisms for preventing risks.
Fourth, strive to promote the green, low-carbon and high-quality development of rural industries
15. Develop and strengthen industries with competitive characteristics. We will carry out trials to improve the quality and efficiency of the entire industrial chain of 14 competitive agricultural industries, including pomegranates, beef cattle, and deep-sea fish. We will continue to build agricultural industrial clusters with national characteristics and modern agricultural industrial parks, and promote towns and villages with specialized industries. Support the development of edible fungi, rabbits, shellfish, algae and other characteristic industries. We will strengthen supervision over the quality and safety of agricultural products, optimize and improve industrial standards, and cultivate high-quality agricultural brands.
16. Actively develop the agricultural product processing industry. We will thoroughly implement actions to boost leading agricultural enterprises. We will promote the development of commercialized treatment and primary processing of agricultural products. We will vigorously develop intensive processing of agricultural products and promote the comprehensive utilization of processing by-products. Agricultural product processing and logistics parks will be built. We will promote the high-quality development of the prefabricated vegetable industry.
17. Take solid steps to make breakthroughs in digital agriculture. We will cultivate 20 counties for the development of digital agriculture and 100 application scenarios for smart agriculture, and promote the application of next-generation information technology in agricultural production, operation and management. Build the "Qilu Nong Cloud" platform, and promote the quality and efficiency of platforms such as "Qilu Nong Chao" and "Good grain has a network".
18. Promote green agricultural development. We will speed up the development of ecological agriculture, and promote green technologies such as planting and breeding cycles and the integration of water and fertilizer. We will strengthen the comprehensive treatment of pollution from non-point agricultural sources, and strengthen the reduction of inputs and increase efficiency, and the recycling and treatment of waste. We promoted the resource utilization of livestock and poultry manure, and kept the overall utilization rate of livestock and poultry manure above 90%. We will promote the safe use of contaminated farmland. We will support the comprehensive utilization of straw, and implement the requirements for the control of burning ban in accordance with laws and regulations. We will carry out a green and healthy aquaculture campaign.
19. Create new heights of high-level opening up in agriculture. Improve the operation level of "Haopinshan East" Macao promotion center, and promote the establishment of high-quality agricultural products exhibition and trading centers at home and abroad. Support agricultural enterprises to participate in the international market development action of "Ten thousand enterprises to go abroad to trade in Shandong", and participate in agricultural exhibitions with international influence. We will promote the pilot export of pre-packaged food for market procurement trade. High-level construction Weifang National Comprehensive Pilot Zone for Agricultural Opening and Development, China-Shanghai Cooperation Organization local economic and trade cooperation demonstration zone, Yellow River Delta agricultural high-tech industry demonstration zone.
Fifth, strive to promote the upgrading of rural construction
20. Improve rural infrastructure. We carried out a special campaign to improve the quality of rural water supply, and the coverage of large-scale water supply projects reached 96%. We carried out a new round of action to upgrade rural roads, rebuilt 5,000 kilometers of rural roads and upgraded 100 dilapidated Bridges. Promote the extension of charging services to towns and villages, and improve the utilization rate of facilities. Implementation of the "double gigabit" network system project, administrative villages to achieve full coverage of 5G and gigabit optical network. We carried out dynamic monitoring of housing safety for low-income groups in rural areas, and carried out dilapidated houses and earthquake-resistant renovations for more than 8,000 rural households.
21. Improving rural basic public services. We will improve the distribution of primary and secondary schools in rural areas, improve the operating conditions of boarding schools and the level of fire control and safety management, and run necessary small-scale rural schools. We continued to promote the three-year campaign to improve the quality and efficiency of rural medical and health services, and renovated and upgraded 20,000 village clinics. We will strengthen capacity building in the prevention and control of infectious diseases and emergency response in rural areas, and carry out in-depth patriotic health campaigns. We will implement a long-term mechanism for participating in basic medical insurance, and increase the maximum payment limit for serious illness insurance in the following year for rural residents who continue to participate in insurance and receive zero reimbursement in the current year. We will gradually increase basic old-age insurance for urban and rural residents. We will encourage the development of village-level mutual assistance services for the elderly, and promote the overall planning, adjacent construction, and integrated development of township health centers and nursing homes, and village health centers and rural happiness homes. We will develop rural infant and child care services. We will continue to implement a three-year campaign to improve the quality of care services for left-behind and needy children. We will improve the level of protection and rehabilitation assistance for persons with disabilities.
22. Make solid progress in improving rural living environment. We will steadily upgrade toilets in rural areas and improve the system of management and care services. We will treat rural domestic sewage in accordance with local conditions, complete the task of treating about 2,400 administrative villages, and strengthen the dynamic investigation and long-term management and protection of black and odorous water bodies. The "Water network plus" initiative will be promoted to build 20 ecologically clean small river basins. Improve the level of collection, transportation and disposal of rural household waste, and promote source reduction and local and nearby treatment. Carry out village "cleaning action" and improve the long-term cleaning mechanism of villages.
23. Promote integrated urban and rural development. We will integrate comprehensive rural revitalization with a new type of urbanization, and promote integrated development in light of local conditions, strengthen counties, and enrich the people. We will enhance the comprehensive carrying capacity of county seats, guide the development of small towns in a differentiated manner, and build them into regional centers serving farmers. We will deepen the construction of county-level commercial systems, support chain operations in the layout of county-level markets, and promote the extension of cold chain distribution and instant retail to towns and townships. We will promote the exchange of old rural consumer goods with new ones, and improve the recycling network for used household appliances. We will improve the three-level logistics distribution system in counties and villages, and support express delivery to help agricultural products move out of villages and into cities. We will continue to promote the development of digital villages. Promote industry in strong counties to help weak counties.
Sixth, strive to promote the efficiency and empowerment of rural governance
24. Strengthen the building of grassroots Party organizations. We will strengthen the building of the leading groups and cadres in towns and townships, and strive to solve the problem of some young cadres being "inadaptable" in rural communities. In-depth implementation of the three-year campaign to cultivate the reserve force of village-level Party organization leaders, and the selection of strong village-level Party organization leaders. We will carry out the "Year of consolidation and Upgrading" activities for the construction of village-level party organizations. We will actively yet prudently promote the cross-village joint construction of Party organizations at the village level. We made solid progress in achieving prosperity for all villages. Optimize the management of the first secretary in the village and the work team. Deepen the "joint construction" to help rural revitalization. Improve the grass-roots supervision system, and strictly supervise the management and supervision of village cadres, especially those who "shoulder to shoulder". The village-level democratic decision-making mechanism will be strictly enforced and the forms of deliberation and consultation at the village level will be enriched. We will deepen the rectification of irregularities and corruption in the field of rural revitalization, carry out solid village inspections, and promote the construction of clean villages.
25. Deepen the rectification of formalism to reduce the burden on the grassroots. Formulate a list of township (street) duties and improve the dynamic adjustment mechanism. We will improve the long-term mechanism for strictly controlling staff seconded from counties and townships. We will strictly control supervision, inspection and assessment at the grass-roots level, and streamline and optimize assessment related to agriculture. Consolidate the results of the "one vote veto" and the signing of the letter of responsibility. Continue to standardize the work affairs of village-level organizations, mechanism brands and certification matters. Clean up "formalism at your fingertips" and clean up and integrate government applications for the grassroots. We will promote grid governance at the grassroots level in rural areas. Through "reducing the top and making up the bottom" and other ways to promote the establishment of resources to the township (street), strengthen classified management, overall use.
26. Further promote rural civilization. We will practice core socialist values, strengthen the construction of spiritual civilization in rural areas in the new era, and carry out the project of building a civilized village style. We will deepen and expand the construction of the Center for the practice of civilization in the new era, and advocate virtue and a healthy new life. Deepen the construction of beautiful courtyards. Promote effective rural governance practices such as virtue credit points. We will promote the excavation, collation, protection and utilization of rural intangible cultural heritage and important agricultural cultural heritage, and implement projects to protect rural cultural relics. We will carry out cultural projects to benefit the people. Activities such as the Farmers' Harvest Festival, the Yellow River Festival, public welfare film screenings, and one drama per village per year were carried out.
27. Promote the transformation of rural customs and customs. We will carry out comprehensive efforts to rectify problems such as high dowry prices, extravagant arrangements, heavy burials and poor care, scattered and mass burials, and feudal superstition, and deepen pilot reforms of marriage and mourning customs. Strengthen the standardized management of ancestral halls. Standardize the rural performance market and regulate vulgar performance activities.
28. Maintain rural stability and tranquility. Adhere to and develop the "Fengqiao experience" in the new era, and improve the mechanism for resolving rural conflicts and disputes. We will improve the mechanism for regularizing the eradication of gang-related crimes in rural areas. We will strengthen the building of the public security prevention and control system in rural areas. We will crack down on gambling in rural areas, build a strong anti-drug defense line in rural areas, and severely crack down on economic crimes such as pyramid selling and fraud in agricultural fields. Carry out the "law into the countryside" campaign. We will deepen the control, investigation and rectification of sources of safety risks in rural areas such as road traffic, gas, fire protection, self-built houses, and fishing boats.
Seven,We will further optimize the allocation of resource factors
29. Stabilize and improve rural land contract relations. We will actively yet prudently carry out the pilot project of extending the second round of land contracts for another 30 years after they expire. We will improve the pricing mechanism for the transfer of contracted land management rights, standardize and guide the orderly transfer of contracted rural land management rights, and shall not be promoted by setting targets or setting tasks. We will steadily promote pilot programs to standardize the transfer and transaction of rural property rights throughout the province.
30. Make good use of rural resources and assets. We will do a good job in confirming, registering and certifying the right to use the integrated residential land. To explore the effective realization of the utilization of the legally owned housing by farmers through renting, shares, cooperation and other ways. Urban residents are not allowed to buy farm houses or land in rural areas, and retired officials are not allowed to build houses on land in rural areas. We will move forward in an orderly manner the reform of putting rural collective for-profit construction land into the market. We will develop a new type of rural collective economy in accordance with local conditions, do not set hard targets for collective income, and strictly control collective business risks and debts. We will strengthen management of collective funds, assets and resources in rural areas. We will promote the standardized management and rational use of newly added farmland.
31. Improve the citizenization mechanism for rural migrants. We will link transfer payments, new construction land quotas, and infrastructure investment to the citizenization of rural migrants. We will implement a system of providing basic public services through permanent residence registration, and ensure that eligible rural migrants enjoy the same rights as those registered in the places where they have moved, such as social insurance, housing security, and compulsory education for their children. We will safeguard, in accordance with the law, the land contracting rights, the right to use residential land, and the right to distribute collective income of farmers who have settled in cities, and explore ways to establish voluntary and compensated exit.
32. Carry out pilot tasks for rural reform in a coordinated manner. We will strengthen the construction of national rural reform pilot areas, and orderly promote the implementation of a new round of reform tasks in provincial-level rural reform pilot areas. We will deepen the reform of the collective forest rights system. We will carry out comprehensive reform of supply and marketing cooperatives. We will deepen the comprehensive reform of water pricing for agriculture and the reform of water rights.
Eight,Giving priority to agricultural and rural development
33. Consolidating fifth-level secretaries to take political responsibility for rural revitalization. Adhere to and strengthen the Party's overall leadership over the work of "agriculture, rural areas and farmers", and take solving the problems of "agriculture, rural areas and farmers" as the top priority. We will implement the responsibility system for rural revitalization and keep the tenure of county-level party and government leaders stable. We will give full play to the leading group on Rural Work of the Party Committee and its office to take the lead and strengthen work coordination. We will fully implement the "four grassroots" system. We will improve the long-term mechanism for promoting all-round rural revitalization.
34. Innovate investment and financing mechanisms for rural revitalization. We will give priority to spending in the general public budget for agriculture and rural areas, and increase the proportion of land transfer revenue used for agriculture and rural areas to more than 10%. We will increase support for major projects in agriculture and rural areas. We will encourage financial institutions to increase agriculture-related credit. We will support qualified financial institutions in issuing special financial bonds for agriculture, rural areas and farmers. Eligible enterprises will be encouraged to issue rural revitalization bonds. We will promote the development of a rural credit system. We will promote mortgage financing loans for livestock and poultry and agricultural facilities. Improve and strengthen the agricultural credit guarantee system. We will support the development of insurance for agricultural products with distinctive characteristics. We will crack down on all kinds of illegal financial activities in rural areas. We will strengthen oversight over the whole process of agriculture-related funds projects, and strive to crack down on fraud, embezzlement, interception and misappropriation of funds benefiting agriculture.
35. Improve mechanisms for securing agricultural and rural land. On the premise that the total amount of arable land does not decrease and the distribution of permanent basic farmland is basically stable, we will prudently advance the comprehensive improvement of land across the country, with counties as the overall planning units and towns and townships as the basic implementation units. The new county and township land space plan will allocate no less than 10% of the construction land target, focusing on protecting the land for rural industrial development. We will strengthen land security for key projects of modern facility agriculture, give priority to land security at the city and county levels for new construction land that is really needed, and give land security at the provincial level for those included in the provincial list of major projects.
36. Improve the rural talent introduction and development mechanism. We will implement the talent support plan for rural revitalization and expand the pool of professional and practical rural personnel. Implement the "directed evaluation, directed use" grass-roots title system, and explore the new type of professional farmers are senior title evaluation. Continue to implement government-funded training programs for normal college students, medical students, and agricultural students. We will carry out the "head goose" project to cultivate leaders in rural industry revitalization. We will support small scientific and technological institutes to help farmers benefit farmers.
