In order to vigorously promote the construction of smart agriculture and further promote the implementation of the Guiding Opinions of the Ministry of Agriculture and Rural Affairs on Vigorously Developing Smart Agriculture, our department has organized the formulation of the National Action Plan for Smart Agriculture (2024-2028). We are now issuing it to you, please organize and implement it carefully.

National Smart Agriculture Action Plan (2024-2028)
In order to implement the decisions and deployments of the Party Central Committee and the State Council on developing smart agriculture, further promote the implementation of the Guiding Opinions of the Ministry of Agriculture and Rural Affairs on Vigorously Developing Smart Agriculture, accelerate the promotion and application of smart agriculture technology and equipment, this action plan is formulated.
1、 Overall requirements
Basic ideas. Focusing on the key areas and key links of smart agriculture development, targeting the difficult problems faced by agricultural and rural production management, organizing and implementing three major actions of smart agriculture, through policy driven, typical driven, technology driven, and service driven, forming a batch of tangible and accessible work results, accelerating the comprehensive development of smart agriculture, and effectively supporting the modernization of agriculture construction.
Work layout. Accelerate the development of national agricultural and rural big data platforms, agricultural and rural land "one map" and basic model algorithms and other public service products in the construction of public service capabilities; In terms of industrial layout, efforts will be made to promote the large-scale increase in yield of major crops, cultivate a number of smart farms, smart ranches, and smart fishing grounds, and promote the digital transformation of the entire industry chain; In terms of demonstration and promotion, we support Zhejiang to take the lead and explore future application scenarios such as "Fuxi Farm".
Action objectives. According to the work arrangement of "laying the foundation in one year, achieving results in three years, and reaching new heights in five years", it will be promoted in stages. In 2024, we will comprehensively launch three major actions and eight key tasks to enhance the public service capacity of smart agriculture, expand the application of key areas of smart agriculture, and promote the demonstration of smart agriculture. By the end of 2026, the public service capacity of smart agriculture will be initially formed, and a number of intelligent solutions and smart farming (animal husbandry, fishing) technology models will be explored to improve the large-scale yield of major crops. The informationization rate of agricultural production will reach over 30%. By the end of 2028, the public service capacity of smart agriculture will be significantly improved, and the role of information technology in reducing costs, increasing production, and improving efficiency of grain, oil crops, and important agricultural products will be fully demonstrated. The digital transformation of the entire agricultural industry chain in pilot areas will be basically achieved, and the mechanism path for promoting smart agriculture construction in the whole region will be basically mature. The informationization rate of agricultural production will reach over 32%.
2、 Key tasks
(1) Implementing the Action to Enhance the Public Service Capacity of Smart Agriculture
1. Build a national agricultural and rural big data platform. Improve the architecture design of the national agricultural and rural big data platform, coordinate the planning of existing resources and incremental projects, accelerate the improvement of computing power, storage, security, network conditions, and disaster recovery system construction, build a unified data resource pool and data collection, aggregation governance, analysis and decision-making system, and create an agricultural and rural data management service center. Develop and improve the classification and grading standards for agricultural and rural data, the directory of data resources, and the sharing system. Apply the "full agricultural code" to uniformly assign codes to agricultural resources, subjects, and product data, and deeply promote the aggregation, governance, sharing, and exchange of data resources. Upgrade and optimize the "Agricultural Service Direct" mobile window, enrich and expand digital applications for agricultural services. Build a collaborative innovation system for agricultural and rural big data, develop standards and specifications to promote collaboration between data platforms, and promote software tools such as agricultural and rural big data platform bases. By 2025, relevant data management systems and standard specifications will be basically established, and by the end of 2028, a fully functional, collaborative, and practical national agricultural and rural big data platform will be basically completed.
2. Jointly build a map of agricultural and rural land. We will coordinate and make good use of existing conditions such as the public service platform for agricultural and rural geographic information, develop agricultural and rural digital base maps that meet the needs of agricultural and rural management applications, improve map production, publishing, and service functions, and provide basic capacity support for agricultural and rural departments at all levels. Central local cooperation and departmental cooperation promote the storage of various agricultural data maps, and establish thematic maps for cultivated land, permanent basic farmland, high standard farmland, contracted land, homestead land, cultivated land planting purposes, and breeding ponds, establishing digital archives for each piece of land. Encourage agricultural and rural departments at all levels and various entities to rely on the "one map" of land use to develop various applications such as farmland planting use control, disaster prevention and reduction, production trusteeship, and precision operation of agricultural machinery.
3. Develop a basic model for smart agriculture. Build an open platform for agricultural basic models and algorithms, establish an open source community for agricultural intelligent model algorithm software, and provide efficient and agile development tools and basic model libraries for various agricultural model development. Develop and promote basic models and algorithms for crop growth, animal behavior and sign recognition, production management decision-making, and multi factor linkage regulation of facility environment with independent intellectual property rights, as well as general software tools or SaaS software services for intelligent breeding, feed formulation, farm management, etc., to provide a technical foundation for various smart agriculture applications. Accelerate the application of artificial intelligence big models in key fields such as agricultural and rural scientific research, production and operation, and management services. By the end of 2026, the open platform and basic model library for agricultural basic models and algorithms will be basically established. By the end of 2028, more than 20 basic model algorithms and general software tools or SaaS software services will be developed and promoted.
(2) Implement the action of expanding the application of key areas of smart agriculture
4. Empower the large-scale yield improvement of major crops. Organize the National Smart Agriculture Innovation Center, advantageous scientific research units, and leading technology enterprises to focus on key varieties in key regions across the country, and integrate and promote a number of digital planting technology solutions for large-scale yield improvement. Encourage local governments to promote the construction of digital farmland such as integrated water and fertilizer intelligent control facilities and information-based supervision equipment according to local conditions, explore and improve construction standards, and optimize the national, provincial, municipal, and county level farmland quality monitoring networks. Accelerate the digital upgrade of agricultural machinery and equipment, guide the installation of Beidou assisted driving and other system equipment terminals, and improve the level of precision operation. Encourage localities with conditions to promote the construction of monitoring and early warning networks for field meteorology, crop growth, soil moisture, pests and diseases in the entire region, and form an integrated monitoring system covering the entire area. Encourage eligible agricultural socialized service providers to expand smart agricultural services, providing various information services such as agricultural guidance, market information, disaster prevention and mitigation throughout the entire production cycle for small farmers and other business entities. Strive to achieve the basic maturity of digital planting technology solutions for major grain and oil crops by the end of 2028.
5. Cultivate a group of smart agriculture (animal husbandry, fishing) farms. Guide various regions to integrate and apply suitable information technology equipment according to the actual needs of breeding varieties and production conditions, and build diversified smart agriculture (animal husbandry, fishing) farms according to local conditions. Smart farms focus on the application of technology and equipment such as environmental monitoring and regulation, precise management of water and fertilizer, intelligent plant protection, unmanned inspection and transportation, and intelligent agricultural machinery. Smart ranch focuses on the application of technical equipment such as individual sign monitoring and management, precise environmental regulation, automatic patrol inspection and disinfection and sterilization, intelligent disease diagnosis, precise formula feeding, automatic collection and cleaning, and harmless waste treatment. Smart fishing grounds focus on the application of environmental and water quality monitoring, automatic oxygenation, intelligent inspection, intelligent feeding, individual behavior observation, intelligent diagnosis of fish diseases, grading and counting, and other technical equipment. Implement the smart empowerment plan for agriculture (animal husbandry, fishing) farms, gather resources from various levels of agricultural and rural departments, market entities, etc., and provide smart agriculture general software tools, information technology training, agricultural technology online services, market information and other services for farmers' cooperatives, family farms, agricultural enterprises and other entities who are willing and have conditions.
6. Promote the digital transformation of the entire agricultural industry chain. Encourage various regions to create a number of benchmarks for digital transformation of industrial chains, fully leverage the roles of industry organizations, "chain owners" enterprises, leading enterprises, etc., drive the digital transformation of agricultural production and operation entities, and improve the efficiency of cooperation and collaboration throughout the entire industrial chain. We will deepen the implementation of the "Internet plus" project for agricultural products going out of villages and into cities, promote the smart upgrading and transformation of the national agricultural product origin market, strengthen the informatization construction of the cold chain logistics of agricultural product origin storage and freshness preservation, create a market-oriented, data-driven, efficient and collaborative intelligent supply chain, and promote the smooth connection between production and marketing, high quality and good price. Build a number of big data analysis and application centers for the entire industry chain of important agricultural products, strengthen information monitoring of the entire industry chain of important agricultural products, and guide the orderly development of the industry. Promote intelligent supervision of agricultural product quality and safety, establish a national comprehensive supervision platform, guide production entities with conditions to establish information-based quality and safety control systems, promote the application of electronic commitment compliance certificates, and encourage regions with conditions to carry out traceability and brand protection pilot projects.
(3) Implementing smart agriculture demonstration and driving action
7. Promote the pilot implementation of smart agriculture. Support the construction of a smart agriculture leading zone in Zhejiang, comprehensively apply policy measures such as technological innovation, talent introduction, financial and tax support, and financial services, explore the establishment of a special fund for smart agriculture, and promote the formation of a mechanism path for the linkage between the Ministry and the province to promote the construction of smart agriculture. Support the priority implementation and application of smart agriculture public service products in Zhejiang, promote the organic connection between the "Zhejiang Agricultural Code" and the "All Agricultural Code", and take the lead in achieving data interconnection and business collaboration between departments and provinces. Continuously promote the iteration and upgrading of Zhejiang's "rural brain", build an "agricultural industry brain" for planting, animal husbandry, and fisheries, develop and promote the "Zhejiang Agriculture" series of applications, and construct a number of smart agricultural (animal husbandry, fishery) farms with different technological models. By the end of 2028, the brain of Zhejiang's agricultural industry will be basically established, cultivating more than 1000 digital agricultural factories and 100 future farms, forming a batch of standard specifications, and developing and promoting a batch of mature and applicable smart agricultural software and hardware products.
8. Explore the future direction of smart agriculture. Support research institutions to continuously promote the iterative innovation of smart agriculture technology models, strengthen the research and development of cutting-edge smart agriculture technologies and system integration, and lead the future development direction of smart agriculture. Support the Chinese Academy of Sciences to continue to explore and summarize the "Fuxi Farm" model. Continuously optimizing models such as soil nutrient inversion, crop simulation prediction, and precise meteorological analysis, carrying out grid based and digital management of cultivated land, promoting digital simulation and deduction of agricultural production processes, and forming optimal planting plans. Continuously promoting innovation in intelligent agricultural machinery, achieving precise land preparation, precise sowing, variable pesticide application, variable fertilization, variable irrigation, harvest reduction, transportation reduction, storage reduction, and rational utilization of straw in large-scale application scenarios. Cultivate a group of leading technology enterprises in the field of smart agriculture, gather innovative resources, accelerate the research and development, achievement transformation, and industrial application of smart agriculture technology.
3、 Organizational support
(1) Strengthen organizational leadership. Establish a mechanism for promoting smart agriculture work, set up specialized teams, clarify responsibilities, develop an annual task list, and solidly and orderly promote the implementation of various tasks. Provincial agricultural and rural departments should formulate specific measures, clarify their main responsibilities, strengthen policy support and work force guarantee, and ensure the timely achievement of task goals. Strengthen the monitoring and scheduling of action plans, track, schedule, analyze and summarize the implementation of key tasks and projects, and promptly identify and solve problems during the implementation process. Improve the Expert Advisory Committee on Smart Agriculture, study the development trends and major issues of smart agriculture, and propose policy recommendations.
(2) Increase policy support. Make good use of existing projects and policies such as high standard farmland construction, smart agriculture construction, facility agriculture construction, integrated development of agricultural industry, and subsidies for agricultural machinery procurement and application, and form a policy synergy to support the development of smart agriculture. We will coordinate the use of funding channels such as central budget investment, major information platform upgrades and renovations, and major scientific and technological projects to support the construction of smart agriculture capabilities and accelerate the research and innovation of key technologies. Strengthen publicity and training on the application of smart agriculture public services. Encourage various regions to explore new policies such as special subsidies for smart agriculture, and improve diversified policy support systems in technology, services, finance, and other areas.
(3) Strengthen summary and communication. Timely summarize the progress and effectiveness of work, promote typical experiences and models, and compile and publish a collection of excellent cases of smart agriculture. Establish a directory of key technologies and information release system for smart agriculture, select and release new technologies and equipment for smart agriculture, and promote effective connection between technology supply and demand. Convene on-site promotion meetings for smart agriculture construction, promote mutual learning and mutual learning among various regions, and improve the overall situation from point to point. Make good use of the official website of the Ministry of Agriculture and Rural Affairs, new media, China International Agricultural Products Fair and other online and offline platforms to fully demonstrate the achievements of the Smart Agriculture Action Plan construction. Strengthen international exchanges and cooperation in technology, talent, standards, experience, and other aspects of smart agriculture.
